The Republicans are putting the middle class at the top of the agenda for the discussion of their plan to pass a rewrite of the tax code in a generation. Their claim is cutting taxes on businesses; that includes reducing the top corporate tax rate to 20 percent from 35 percent. This will generate large wage gains for American workers.
Depending on how the details work out, the tax bill could reduce income taxes for nearly all middle-class families; or it could raise it for millions of families.
Democrats hope that ending the Republicans bill will help them work with Mr. Trump to create bipartisan legislation that will achieve a middle-class cut.
